User-guide coverage of PSyclone-based source-code processing

Merge request nemo/nemo!254 (merged) extends the NEMO build system by an optional pre-processing step that facilitates PSyclone (https://github.com/stfc/PSyclone) source-code transformations (see nemo/nemo#140 (closed)). This development remains to be complemented by a description of the new build option, as well as of the associated SETTE test, in the user guide.
