Add a draft Psyclone section to the user guide

Add a Psyclone basics section to the user guide as a first step towards more detailed guidance on the use of Psyclone. This is based on part 1 of the material prepared by Simon Mueller for the GPU session at the 2024 NEMO annual meeting.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
