Development description

Goal and methodology.

Goal : Implement a tracer in Sea Ice interface similar to TOP for NEMO

Methodology : extract relevant lines of codes and subroutines required for tracer conservation in sea ice from SI3. Gather those in several dedicated subroutines grouped in a new "TIP" directory.
