minor bug for ln_MFS option

Context

The MFS bulk use the dew point temperature as input and not the relative humidity.

Fix

Correction need to be done in the sbcblk.F90 initialization and in the text for sbcblk_algo_mfs.F90

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
