missing Chl file and namelist parameters for C1D PAPA station

Chl file has disappeared somewhere between nemo 3 and nemo 5 from PAPA input data Namelist will be edited accordingly to use it again. This will allow to better test Chl related options with C1D PAPA in SETTE.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
