introduce a conda-based machine-independant environment option in SETTE
We propose to introduce a new possibility in SETTE to use a conda-based environment to compile and execute Nemo, in addition to the specific machine environments and arch files already available with Nemo. This option would allow to use Nemo in a well controlled and reproducible environment across all machine architecture, as well as to reproduce some issues/errors and to test new compiler versions, different MPI libs, etc...
The implementation requires only a few-lines script to build and use the conda env, as well as a dedicated arch file to use Conda-installed libraries.
