domcfg ISF case: water column thickness at U/V point smaller than what defined in the namelist.

In some specific cases, within an isf shelf cavities, the water column thickness at U/V point is smaller than what is specified in the namelist as minimum water column thickness. => can lead to some model blow up.

It concern the main and 4.2 version of domcfg tool.
