Revision or removal of the C1D_ASICS test case

Context

The C1D_ASICS test case appears to require the input of initial-condition and forcing data, but the files in the corresponding test-case directory neither include a copy of a suitable dataset nor seem to specify an external location from where such data could be downloaded.

Proposal

NEMO test cases are expected to contain idealised initial conditions and forcing data; therefore it is suggested to either revise the C1D_ASICS test case accordingly or to remove it. If removed, the C1D_ASICS configuration could potentially be merged with the C1D_PAPA reference configuration (for example in the form of a generic C1D reference configuration with PHYOPTS variants C1D_PAPA and C1D_ASICS).

Finally, cfgs/C1D_PAPA, tests/C1D_ASICS and tests/STATION_ASF have been merged using different experiment directories (EXP_{PAPA,ASICS,SASOCE,SASICE} ) into a unique C1D configuration.
