use zero wind value if wind speed components are set to 'NOT USED'

Merged Guillaume Samson requested to merge no_wind_forcing into main

when wind forcing are set to 'NOT USED', model stops, but it would be more useful to run nemo with zero wind instead in order to investigate more easily surface-related problems/bugs such as stress
