Update namelists 2023

Update the manuals to a refreshed version of 'namelists' submodule, based on the code of V4.2.1

In addition:

• move tailored versions of NEMO namelists within the local namelist folder
• fix a number of wrong parameter references (misused \np latex macro)
• add the use of latex macros (\np, \nam) in TOP manual
• revise and clean TOP manual namelists references
