default pipeline to build manuals

A default pipeline was created to automatically build the manuals (including figures) when a new push occurs on the repository. When successful, PDF files are also made available as pipeline artifacts and are automatically deleted after 15 minutes to avoid excessive storage).

It is possible to run the pipeline manually and provide the manual version through an input field directly from the pipeline interface.

The license file was also added to the manual repository.
